Dairy Industry Resource Advantage Program (DIRA)
Objective
The Dairy Industry Resource Advantage Program is available to qualifying large
dairies that receive gas and/or electric service from PG&E. The focus of the DIRA Program is
to achieve lower energy usage and increased sustainability in the dairy industry. Administered
by Resource Solutions Group (RSG), the program offers unbiased technical service, education
and support though a tailored energy management approach to facility staff to identify, evaluate
and promote the installation of energy efficiency measures to reduce the operating expenses
and improve the efficiency of facility operations.
Program Services
Comprehensive Energy Audits and Reports:
Energy audits are conducted to identify the most cost-effective equipment upgrades to implement.
A comprehensive energy management plan is developed for each participant that
describes energy efficiency measures to implement, promoting those measures with the
highest Internal Rate of Return and energy savings that will meet the dairy's
specific operational needs.
Installation Support Services (IS Services):
Customers who commit to installing the recommended upgrades can receive direct project
implementation assistance including:
- Project Financing Support- Assistance in developing and submitting an application
for a low interest loan to support implementation of the project,
- Bid Package Development- Develop equipment specs, terms and conditions, bidder instructions, etc.,
- Bid Support and Evaluation- Perform walkthroughs, evaluate bids, and provide recommendations, and
- Contracting and Project Management- Support contracting process, manage schedule,report progress,
develop punch list and perform inspection.
Facility Staff Education and Networking:
Resource Solutions Group will seek opportunities to educate facility staff and network
with industry suppliers to increase staff´s knowledge and interest in energy efficient technologies.
Program Incentives
Incentives will be given in the form of IS Services, cash incentives and bonuses. An overall Project
Incentive amount will be calculated (equivalent to PG&E´s incentives for the same measures),
based on each measure identified for implementation and the level of IS Services requested,
with bonus cash incentives offered for early adoption and quick installation.

The DIRA Program is offered on a first-come, first-served basis while funding lasts. This program
may be modified or terminated without notice. Program services are offered at no direct
cost to participating dairies.
